Skip download of package sources if it is already downloaded

Open Helix Graziani requested to merge TornadoCookie/sheath:main into main

This skips a considerable amount of time spent redownloading the source to a package. It also allows you to rebuild a package without running sheath -c.

I have been using sheath with these improvements for a while now and it has worked very well.
